If you are going to allow more than 1000 ships per player, you will need to adjust the number of ships you can retool per shipyard per action. 5 ships retooled on a size 9 with 5 shipyards per action is not sufficient in my opinion.

Also, maybe when we first create a fleet, we can declare things like aggression level and fleet tactic. That makes sense to do it then. AC 19-21 would then be used to modify individual fleets later.

Fleet Size

So lets discuss optimum fleet sizes. What is needed for an invasion fleet and how do you use it?

The size of invasion fleet is determined by size of target. If transferring a planet between allies that is not defended, I can use a Yawl and 5 MUs.

For 'normal' NPCs, 10 HTRNs, 1 SUP, 1 HSC, 5 Carriers, 10-15 Combat ships;

For Player planets, double HTRNs and Carriers, and a lot more pre-invasion intelligence.

I may need even more for special planets like Ringworlds or those with 12000MUs.

I'm more concerned with merchant fleets at the moment, will a new merchant ship be available? Then we can talk about invasion fleets!

I would not use one fleet to invade. Putting all of one's eggs in a single basket(fleet) is asking for disaster to drop by for a visit.

I would use specialized fleets (missile fleets, carrier fleet, invasion fleet).
