If you have a world, and you see that one of the Centers on it has a " N ", I realize
that it means you do not own that Center.

But, how do you:
a. Determine who does
b. Can you take the Center over
c, Does it provide you any benefits if you don't, and if you do?

Note: in all cases, the planets concerned belong to the Player.

The way to find out is go back to when you first got the planet.

If you conquered the planet from a NPC, it will say who owns the centers on the first planetary readout you get when you conquered it.

If it is one of your original planets, you need to go through your turns and see who placed the center.

You can also do Action Code 116 (Planet Report on a Planet You Own) to see who owns it.
