A side Question:

I tried to buy from a Colony World and was given the following message:
"Planet has some natural resources. Projects maximum exports at 54.
Colonial Governor on XXXX21 reports 15 ready for export."

Why the discrepancy between maximum exports and those "ready for export"? Is it a matter of needing more installations, POP, or Military? Colony Bases?
