Yes it is sometimes. Unfortunately for us the original programmer was dyslexic so actions are not always logical to the rest of us. And then over the years when others touched the code it became a little more scattered. I've always try to insure the way an action works remains compatible with the way it worked before when I add or change them. Many players refer to old rule books and unfortunately even the current rulebook is not up to date as the updated rulebook was lost in the conflagration that ended the last game.
