What is a Diplomatic ship? What do you use it for?

I see AC129 is land diplomat on planet? Can I assume (be it ever so dreaded) you need a Diplomatic ship to land a diplomat?

You would first land a diplomat on a world and on the following action have them ask the planet owner what they need. On the turn results the planet will respond and also give you a list of what they need and will pay for. It's a good way to earn some extra ru's.

At last report diplomacy wasn't working.

The diplomats have been limited since the AI was shut off. They still work for the corporations who would like to trade with NPC's however as an alliance with the planet will allow the empire to land corporation ships or trade with the planet without getting all shot up.

Any updates on diplomats?
