AC 24 Merge with Alien Fleet

Does the alien fleet have to exist at the time of the merge?

I would think so. I have used this action before and you need the alien fleet number to do the merge.
Now you and the other race can agree to use a particular number and make sure their fleet is at the merging location before you get there.

That would be a roger dodger...
The alien fleet has to be at the same location as you, you will need the fleet number and the empire name for the fleets to merge successfully.
