Possible mis-information, take with a grain of salt. :)

My assumption about TL and ships was always that TL*ShipTonnage=Base Combat Factor.
Possibly a mistaken one on my part. Can Randy or someone confirm/deny?

Fact:
I do know that starting at TL30 and higher, all ships receive 1 (more then 1 at higher TL's) "shields" which mitigate damage received in combat.

There is also a FleetManeuver vs. FleetManeuver calculation to combat.
Depending on the Friendly vs. Enemy fleet maneuver choice, this calculation can raise or lower a fleets base combat factor.

Your assumptions are correct about the combat factor of a ship. It also determines the amount of damage a ship can take given no critical hits. Shields add to the defensive value but do not add to the combat factor of the ship.

For the purposes of transferring ships, do ships transferred under AC 111 act the same way as AC 135?

I did AC22 (Fleet Status) and AC23 (Ship Status) on the same fleet. They listed the ships in different order. Which of the actions code show the actual ship order in the fleet?

Not sure, but do you recall which ones you built last?
Here's a couple of actions from my last turn which might show you:

Yes the single ship transfer works exactly like the multi-ship transfer. The ship being transferred goes to the front of the ship list in the fleet.

Action code 22 lists the ships by build code. Action code 23 lists the ships in the order they are in the fleet from front to back.

Here is a shortened version for your Rules and Tips file(s)

ORDER OF SHIP POSITIONS IN FLEET

Action code 23 lists the ships in the order they are in the fleet from front to back.
First ship on list is where the front of the fleet starts.
First ship on list is first ship attacked
Action code 22 lists the ships by build code and has nothing to do with combat.

Building AC#3

Last ship built is first ship on list.

Multiple Ship Transfers AC#135 or single ship transfers AC#111

the merging ship(s) or ship(s) being transferred go to the front of the receiving fleet

Merge Fleet AC#25

the merging ships go to the back of the receiving fleet

A good way of getting all ships in the proper position from one fleet to another when the first fleet is a mixed list of ships is to:

First use Action Code 135 to transfer all the screening ships to the front of the ship list in the new fleet. Note this might take several actions if you have several different ship classes that need to move to the new fleet.

Then use Action Code 25 to merge the remaining important ships to the back of the ship list in the new fleet.

Out of the blue, left field question.

If you use order 135 and you use the same fleet number for both boxes, will you 1.) get an error message or 2.) the ship type you indicate will be moved to the front of the fleet?

The reason is to be able to restructure fleet when adding new builds without having to move every ship to a new fleet.

I could be wrong, but I think simply performing an AC 3 puts the new ships at the front of the fleet. No need for AC 135 in this case.
