New Scout ships

Several new ships with scouting capability has been added to the game.

All are Rift capable, meaning they can transverse rifts without being destroyed or damaged, and all have scouting capablitiy.

Here is a list and the specifics:

Rift Heavy Scout: Cost=900 TL=14 Ton=4 BldCde=188 Abr.=RHSC Notes: Available at TL14 now.
Rift Scout Destroyer: Cost=1800 TL=18 Ton=9 BldCde=190 Abr.=RSDD Notes: Available at TL18 now.
Rift Scout Frigate: Cost=2500 TL=20 Ton=14 BldCde= 191 Abr.=RSFR Notes: Available at TL20 now.
Rift Scout Cruiser: Cost=3000 TL=30 Ton=18 BldCde=192 Abr.=RSCA Notes: Available at TL30 now.
Rift Exp Probe Ship: Cost=1200 TL=34 Ton=0 BldCde=189 Abr.=REPS Notes: Can carry 10 PROBES Available at TL34.

A number of Rift ships that are currently above TL30 will be be made available at lower tec levels now. Details to follow.
