Targeting Empires with Lancers

Since Empires are waging wholesale war with Lancers now I added some code so a specific empire can be targeted rather than just fire off a lancer against any old target.

If an Empire name is typed into the Ship/Empire Name field then a lancer will only be launched if it detects a platform owned by that empire.

If the Word WAR is typed into the Ship/Empire Name field then a lancer will launch if it detects any platforms the empire has declared war on.

If you leave the Ship/Empire Name field blank it works the same as it did previously, it will launch if it finds any Platforms the empire has not declared an alliance with.
