Fleet attack on planet - Action code 131

Action code 131 is very helpful to allow your fleets to attack a planets defenses when your empires aggression level and the aggression level of the planet will not trigger combat on it's own. In this case using action code 131 will insure combat between your fleet and the planet. However there is bit of logic in the code that caught some players by surprise, that being if you attack an allies world using action code 131 and they have a fleet in orbit, the fleet will defend the planet whether or not there are any alliances.
Despite the seemingly odd interaction here it is perfectly logical. But more importantly it closes a hole in the code where a player can purposely step down his aggression level to get under the 100% level necessary to initiate combat between the two fleets and attack the world while the fleet stands by and watches.
First of all I don't know why one empire would purposely attack an allies world but it did happen with catastrophic results.
