Can we remove or raise the limits on Alliances and War Declarations. After all, one can only have sooo many war declarations issued on them, with the large amount of biological players, we wouldn't want someone to miss out.

The limitation will be removed in the new game but the coding required in the old game is too great. New game programs take priority.
