Cargo and Trade Question

When I go to pick up trade cargo on one of my terraformed planets, I get the message:
"Imperial Government on ???12345 reports exports at 59% due to lack of workers "

The planet is maxed out on MP, PC, Forts, Fighters, MU, HMU, and Pop. What else is there to add to boost exports?

Also the demand for TW goods at the colonies is much lower than the formula given a while back. The formula I had was:

Demand = PC *5 + Pop + (MU/10) + (FTR/5) + (Forts/5)

Without more information, I am not certain what is happening but a common problem is that at either the colony or the Terraformed end of the trade route, your ships are filling up with one type of goods (usually Terraformed goods) and when the fleet arrives at the colony, not all of the terraformed goods can be bought by the colony so there is not enough room for all of the colony goods to load. as the fleet continues to follow its route, the fleet slowly fills up with on type of goods until there is no more room for buying or selling the other type of goods in the trade fleet, e.g., colony goods.

There is no problem with the cargo fleet being full. The problem is not in loading cargo, but in why the following message appears when I do load cargo at the terraformed world:
-Action nn-
Fleet xy reports orbit achieved around xxx12345
Imperial Government on xxx12345 reports exports at 59% due to lack of workers
Imperial Government on xxx12345 reports 1270 cargo units ready for export
nnn Cargo unit(s) loaded onto FL xy at xxx12345

The world is maxed out on MC, PC, forts, fighters, MU, HMU, population, and torpedoes. It is not maxed on ABMs. What could I do to increase the exports?

In addition, the demand at the colony worlds is less than the equations that were given in my first message.
Example:
-Action nn-
Fleet xy reports orbit achieved around xxx12346
Colonial Governor on xxx12346 sends greetings. Requests 64 cargo units.
64 Cargo unit(s) unloaded at xxx12346 Price sold at 896 RU

The world has 100 fighters, 400 MU, and 52 population. By the formula given elsewhere:
Demand = PC *5 + Pop + (MU/10) + (FTR/5) + (Forts/5) = 0*5 +52 +(400/10) + (100/5) + (0/5) = 0 + 52 + 40 + 20 + 0 = 112

So I'm only selling a fraction of what I might if the formula is correct.

I have the same problem and I run two fleets side by side one for colony cargo and one for terraformed cargo alot of my planets are maxed out some are not and I never or hardly ever get whats available at the world I'm picking up at. If it's available I should be able to pick it up. and I STILL HAVE TO HAVE POP ON A CYBER WORLD TO TRADE THERE if I want decent numbers when I pick up cargo or sell cargo. that's like putting sand in my joints with out any lubricant iterates the by product out of me.
