I saw a discussion of the Vanguard order and see it in the Action Codes though I did not see any message to say it was active. Is it now? And is it completely functional (i.e., option to indicate the main fleet to attack if targets located?)

It is active! Just make sure you read Thoms tips on how to use it correctly.
